Shouldn't Apocalypse be shutting down Agent Venom's tenacity?

I've noticed that Apocalypse is no longer shutting down Agent Venom's tenacity mechanic and he's able to shrug off debuffs. Has there been a stealth nerf? Pretty frustrating with AV being an EQ boss.
