Tier 3 Alliance, still play on Expert Map in AW ? How could ?

Yesterday on the 4th AW,
Our alliance which tier 3 ally got matchmaking and play on expert map with tier 2 alliance.
How could ?
Correct me if i'm wrong,
From information i know,
Expert map (AW) belongs to tier 1 & 2 alliance.
And tier 3 should play on the challenger map.
I thought it would be unfair, either for our ally or another ally on tier 2 pool that has to fight normally (meet equal opponent, tier 1 or 2 alliance on expert map).
From the pict,
u could see also the gap of our war rating.
