Havok is amazing. Not only has he an absolutely OP SP3, he can lay waste to fools in all kinds of ways. His SP1 builds up plasma charges quickly, which eventually detonate on your opponent. However, If you land a heavy attack, you place a...something, I can't remember the name...that makes all of those plasma charges deal DOT to the opponent. It's a pretty sizeable damage source, especially if you can keep it up over time. Since you build prowess by charging heavy attacks, I tend to heavy spam the opponent in order to build my prowess and keep that DOT damage up while waiting for either an SP2 or SP3, depending on the health pool of the opponent.

Then there's also the wonderful cheese method of bringing Havok into all kinds of situations where you're constantly affected by energy damage. Energy Adoption: Ice and the like. He has decent energy resistance (although not nearly as much as Bishop or Guardian) so he can take the damage, which then builds up his plasma insanely fast. Those charges will detonate on the opponent all the time, and you'll constantly deal massive amounts of DOT. I love lanes like that, those are so much fun with Havok.

He's a great champion.
