Can Magneto defeat this guy?

I have to defeat Variant 3 Kang boss and only possible counters I am having are Guilly 2099 and Magneto
I am leaning towards Magneto but it appears his -105% heal don't work. If this wont work then can magneto defeat variant 3 kang with the 12 second heal block synergy ? Please answer ASAP
