Ability to choose rank up gem to use

Can we have the ability to choose which rank up gem to use?

When from inventory and choosing the rank up gem to use,we are redirected to upgrade champ.on upgrade champ view,we can't choose the rank up gem to use. It is by default to class rank up gem,and I trying to use the 2017 champ rank up gem
