Doctor strange power gain bug

I was fighting Doctor strange with my dormamu and kept power locking him. Doctor strange however could gain power when he landed a hit on me during Hoggoth's Wisdom, even though he was power locked. Is this a bug?

    Yes. I think this is a bug. Doctor Strange should not be able to get any power when power locked.
