Them little cell bars

I'm still pretty new to the forums so what are those little cell bars over certain people's profile pics? Is it a form of ban?

They prevent them from posting actual posts..... EVER AGAIN

So, you can comment all you want, just not make new threads? PLUS you get that cool jail icon?!? Where's the downside?
