The node absolutely does state that. Not a bug

You have an armor up buff, you hit him, you get shocked. The node is perfectly fine, you just understood it wrong.

Actually it quite literally says in the node lol

Sometimes… you might need to read before attributing everything that isn’t expected as a “bug”.
