Despair Question

I have Despair maxed. I was using Spider-Man 2099 against Man-Thing and had 12+ debuffs on him but he was still regenerating. I would have thought that the regen would be brought to 0 with 7+ debuffs. Any reason why that might not have been the case here?

    What were the nodes? Maybe there was something there stopping you from reducing regen rate

    Despair only reduces regen rate by -100%, so if he had the recovery mastery he would steal +15%
