On dec 11th,im finally gonna be active on mcoc
was thinking of joining shade
but then saw the gifting rules
if i join,since its less than 14 days will i be able to gift and get points on allaince

You'll be able to gift on 12/25 and have your points count, as far as I'm aware. That will be 2 weeks after joining the alliance, and in the middle of the gifting event.
