Changing alliances gifting event

Hi all, I tried to find the cutoff date but couldn't..
Does anyone the cutoff date to cha ge alliances and be able to take part in the gifting event, as I want to find a new alliance but still waiting on war rewards. I know its 13 days before event starts, but couldn't see the start date
