Alliance War Defense Tactic Broken

Anyone else having issues with being able to select a defense tactic for AW? Every time I click on tactic the screen goes darker, but the dialogue box doesn't pop up to make a selection. I have to close and restart the game then. I had another officer try and they had the same result.
