Am I eligible?

So I have an account that I had made a couple months back, it does not have kabam id and I have not started act 1 yet. If I get to lvl 40 before gifting ends, will I be eligible to gift on that account?

Yes, if you can get to level 40 and finish act 4.

No, only the first 20 people who have asked that here will be able to Gift once reaching Level 40 and Act-4.
Everyone else, especially Forum veterans, who ask the exact same question after that will be (should be 😀) out of luck.
