Missing gifting badge

Casual player here with over 2 yr old account. LVL 47. However didn't finish act 4 since I play mostly EQ/sq in spare time. This act4 finish is just stupid arbitrary rule that pisses me off. How dumb is that and was it ever mentioned well in advance of gifting event? I normally don't come in the forums. I'd be nice to know this in game. Dumb dumb dumb devs...
