AW - cannot set defense tactics

Just pulled out first tier 5 war of the offseason, but when I go to set the defense tactics, screen darkens and becomes unresponsive.

Any suggestions? Have restarted a few times already.

Have that same problem too.

Got ALL my officers to try to set it and they have the same issue.
