3* scarlet witch (new version)

Any idea on how to get a 3* Scarlet Witch (new version)?
If you scroll down through available champions on the 3* page. It shows that she is available. However I haven’t seen anything that shows how this is possible. Not even Insider. Thanks for any help.

    After the 6 months is up on her ONLY being available through Summoner Sigil they might have her (3*-6*)in a featured crystal
