Damages to AI and Vice Versa

Does anyone has any idea why this happens;
Let take Black Panther as an example, When AI uses black panther , with a few hits it bleeds my champ and he/she immediately loses 35% of life by bleeding yet when i use black panther against AI and despite 10-15 hits i can barely give waaaay less damage to opponents. I dont mean bleed immune champs and this is always case so no need to say masteries etc.

My working theory is because most players play so the AI doesn't touch them, Kabam makes up for it by upping the proc rate of the AI's champs.
This, of course, is ****. No one can tell me it's intended game activity when War Machine unloads an L1 on Abomb and then gets 4 stacks of poison on him from the BULLETS hitting Abomb. The BP in the Master quest must have be Level 200 because every time I mess up and he touches me, it's a bleed stack for every touch.
I've been trying to play arena like @TBJ1118. In addition the WM example above, I've also had Drax hit me 3 times and put 3 of his HUGE bleed stacks on me.
I think this debuff per touch thing we're seeing is a sad but effective money grab. Especially in Master level content and above. In any Chapter 5 quest, if you miss a block, evade or make a mistake, you get combo'ed to death without a ton of debuffs being poured on you. This messed up game mechanic puts more value on immune champs even when immune champs shouldn't really be needed.
The only debuff I put on champs that I see working like the debuffs the AI puts on me are Spirit Venom charges. If you stack enough spirit venom, health bars evaporate. Although it seems the AI has been adjusted to try and keep the spirit venom charges to a minimum.
This is an honest question that probably pertains to Kabam and how their game operates:
How can you tell if an electronic slot machine is not working properly?
How can you tell when a casino adjusts the payouts of certain slot machines below the payout rate required by law?
The answers to the questions above would be the path to determine if the game is cheating. But I think the realistic truth is that the AI needs to cheat because it never gets a chance to get its mitts on you (if you play like a ninja).
Every match in MCoC is like a pull on a slot machine. Your action and the RNG combine to determine if you win or lose. Because each match is 1-5 minutes long, recording all matches to determine statistical anomalies proving the proc rates do not jive with true randomness is something no one wants to do.
