Rank 3 issues

I recently was able to get to my first rank 3 6*. I was super stoked to be able to rank up my Sunspot. However, as soon as I ranked him up, his hero rating actually went down by about 500 points. I don't have any screenshots or anything as I immediately levelled him right up. Is this normal or is it worth making a complaint? I was so pissed off as I was expecting him to be way ahead of everyone else in terms of hero rating, but he's only barely ahead of my top 5*, Apocalypse. Granted, Apoc is Max sig and Sunspot is unduped but still...
Anyway, am I complaining about nothing or do I have a valid point?

Rest assured, this is an intentional aspect of the game. While in some cases, there can be an initial decrease in the Champion's PI, they can then be Levelled up to make them much more powerful than was possible at a lower Rank.
