If you call it before RNG or after your random number is generated, it COULD affect output. Maybe I wrote too many programs in my past? Maybe programming is different now? (I don't think it is.) I'd argue that based on the AI's play against me, it almost can't be RNG. If I fight the same Master 3.2 BP 5 times with the same champ and every time I make a mistake and he touches me it procs a bleed, things definitely don't feel random. They may very well be random occurrences, but what makes them feel random to ME is seeing MY champs do the same thing every once in a while with the same frequency SOMETIME. I'm not talking me fighting with BP and having every hit proc a bleed for 5 fights in a row, I'd like to see it happen in a 5 hit combo enough where I notice it. All of these weird stat items I post are things that happen so frequently I actually notice them. Once I notice them, then I start to keep track. If I ran my Level 99 4* BP in Master mode and started stacking 5 bleed stacks after multiple 5 hit combos, I'd be more inclined to agree that the playing field is equal and that all things are right and good with the RNG Gods. My experience has been that my champs just proc a lot less than the AI's. It also appears that proc rates are different in arena vs quests vs aw/aq.
