Do I have to get to a certain to rank up my 6*

My 6* Havok is max level rank 1 and I need 7 tier 4 mutant to rank up to rank 2. I can only hold 6 so will I be able with to rank him up or no? I do have extra t4 mutant in my storage.

Yes you need to level up so you can hold 7.

You have to be level 50 to be able to hold the resources to rank 2 a 6* and level 60 to rank 3 a 6*.
