One more thing add Purgatory too in that buff list.
I dunno how I missed this the first time I read this.
As per the new buff system, it could be just 2 value only updates or only 2 moderate updates or a value update and a moderate update.
Overhauls aren't going away. It says it right here.
They way the post reads is that if a newly released champ needs to be balanced, we'll likely just get a value update vs a moderate or full rework on a older champ. We're still getting 2 buffs per month starting in April.
Edit: I just replied to your question about how the buff program has gotten worse, I wasn't mad at all.
Overhauls are still part of the program.
Edit: Buff system followed till now had 2 combinations in a month,
1. 1 overhaul and 1 moderate
2. 1 overhaul and 1 value only
The new buff system has following combinations,
1. 1 overhaul and 1 moderate
2. 1 overhaul and 1 value only
3. 1 value only and 1 moderate
4. 2 overhauls
5. 2 value only
6. 2 moderate
4 of those combinations involve no overhauls whereas we were guaranteed 1 overhaul per month before this new system.
Again my solution in the first place ( and a simple one at that)..is at least pull all the fodder out of the 6* basic crystals and keep those useless champs in the game as defenders in monthly content or what have you.
And at the end of all of this drama, all I want is for some obviously flawed characters from an earlier era to get a freaking DPS boost. I mean, seriously. That’s all I ever truly wanted.
I just want OG Iron Man or Superior Iron Man to not take a billion hits and five minutes to clear ROL Winter Soldier.
I truly thought the buff program was going to address characters like that, and I definitely wasn’t alone in that.
They have the prerogative to change course. It’s their game. People are disappointed. But no one is hearing me say that the world is going to end
So what would the point be for them to put ratings to older champs if they aren't part of the rebalancing program?

the new track you want to go there is unfortunately as always, not good at all, you should focus straight on the OG characters and miss a lot of an overhaul, most know which character champions are in dire need of a full overhaul, they became like that probably here on Twitter, Facebook and in the forums were mentioned, such as Iron-Fist Surpioror Iron-Man OG Hulk OG Thor OG Iron-Man, the character champions who also get an overhaul like the Hulk or Magneto would be Sentry Dormammu there These two are also Powerhouses at the moment, they are Audi and not a tank for comparison.

55 out of 216 champs make up 25% of the champion pool that needs attention and rebalancing to become relevant with the current game meta, and these 55 champs likely exist in over 50% of the community's roster as 5 or 6* rarities .
If the interest is in providing a more balanced gaming experience for the player community, then the MAIN focus should remain on improving the large pool of fairly useless champs, rather than the new champs released each month. I'd say the new balance team you created should focus 75% on continuing the popular monthly burndown of old champs (still 2 per month) and 25% on checking out the new champs. Considering my list above and 2 old champions a month, we allocate almost 2.5 YEARS to tackling your underperforming champions, which is kind of ridiculous if you think THAT isn't your primary focus.
The area of champ balance that the MAJORITY of the community has been looking forward to and wants to continue (buffing existing underperforming champs) is now taking a back seat and will only be picked up IF there is time, depending on how excessive the new one is Champ tuning is. As a guide there are currently 216 champs in the game and (in my opinion) these are the champs that are pretty much useless in the game and trash the whole champion balance (synergies to buff champs are not taken into account, just kicking like the champs themselves on
As Chovner pointed out here on the forums, I'd bet more than half of those Community with the characters know as well as I do that those character champions listed here should be given top priority, using their full powers and abilities because comics should be preserved, and the animation mechanics with abilities would have to be changed and improved for the whole thing,
Gamora is now getting her third boost 🤭😅 with the difference that she is now also getting new animation mechanics, but what I'm asking? Why is Psycho-Man getting an upgrade?
It would have been much more necessary for Odin and the Super-Skrull, neither of which are remotely powerful or strong, and neither of which have any of the abilities and powers they should have,
And both would definitely need a full overhaul.

New character champions that come out directly to weaknesses or the same is illogical, they had already done that indirectly with Shang-Chi and Ikaris,
