King Groot and Venompool SP3 skip button missing

I just used Venompool and King Groot in AQ and neither of them have the skip SP3 button active even though I have to feature turned on.
Anyone else have this issue with these or other champs?

    The skip sp3 button is unavailable in game modes with a timer
