Storm X lightning tempest not working

I was fighting Black Widow deadly origins boss in Act 7.1.1 and Storm X was receiving shock damage despite her lightning tempest supposed to prevent her from receiving shock damage

She gets the debuff but not the damage, like how CG behaves to bleed debuffs.

Any screenshots of fight or bug to prove?
