Stockpiling T4CC

I am currently sitting on 149 unopened T4 class catalyst crystals with 70 fully formed class catalysts currently in my inventory. When will we be able to sell them for T5 class frags? Or trade them in for 2% class catalyst crystals? I know others probably have a much higher stockpile than me....
