CapIW “Purifying” His Own Kinetic Charges

Captain America (Infinity War) is purifying his kinetic charges every time he hits the opponent. No debuffs on me, I hit the opponent, then it consumes a kinetic charge for each hit. This is in AQ map 8 and has been every fight I’ve used him in so far. I do have a skill champ on my team.
Inability to build kinetic charges makes his damage output severely worse and is harder to shrug encroaching stun.
