Where are the psycho man buff details?

I'm sure all of us are aware that psycho man is supposed to get a buff in March but when I read the patch notes it just said he got a buff and did not mention any details?

    We will be given the buff entirely tomorrow. Buff details should come today, or never come at all.

    Buff details were released a day or two ago. I don't have the link but it's linked out from the release notes for the new update.

    Value Updates can be very good though. Look at Mole Man and Thor Rags (He might have been a moderate I can’t remember) and Mr Fantastic, and Nebula

    Psycho man has an amazing utility kit already, just terrible damage and a bit of a stressful playstyle. A number tweak is exactly what he needs
