Kitty pride and dragonman synergy. Need help

Can someone explain to me the second part of the synergy where kitty inflicts more incinirates based on POWER CHARGES?? or something? Thank you in advance.

Power charges are referenced to Dragon Man not kitty. His power gain buffs = power charges.

Kitty gets more damage from her incinerates.
