Year specific gems don’t work on trophy champs. They never explained why but they don’t

It's been that way. I don't know if they meant "released prior to the end of ___ year" to mean commonly available champ not gated behind content, or what. That seems to be how it is interpreted though.

If it helps, just think of the year as a general guideline with the actual pool of champs TBD by the description in the gem. Not saying that it makes sense, but just how it is.
