Anti-venom vs Ex. Mordo (Abyss of Legends)

Here are a couple of videos. Why is he still evading after having 3-4 stacks of AV's "slow"?

Am I missing something or is anti-venom bugged?

Note: it seems to work at the beginning of the fight when it's first applied, but seems to almost fall off but it's still there?

Im not expert on Antivenom but it is probably caused by increased Ability Accuracy.

During the second round of Abyss Charges defender has increased Ability Accuracy by 100%. So even if Antivenom´s debuffs lover Mordo´s Evade Ability Accuracy by 100% he still can evade.
