Overseer bonus damage

Loving the guy and been using him a lot since I duped him. Put in a ton of work in 7.4 as well.

There is one thing about him I’m unsure about, though. Does he need high sig level? I always thought the sig ability was tied to his burst damage, but it doesn’t seem that it is, right? The special recovery damage activates maybe once. Maybe you can help me out.

The sig ability is pretty noticeable IMO, especially at high level. The extra burst damage from punishing specials/heavies adds up quite a bit over the course of a fight. I wouldn't say it's necessary, but definitely very nice to have.
