Spiderman 2099 SP3 slow debuff?!

I have been trying to test out my 2099 spidey and several times now I'm taking him to Sp3 to gain that precise slow debuff but.......nada. From what I read in his description I dont think there are any particular conditions with it in that I have to do anything specific to gain it, except do a Sp3.
Is this a bug or am I missing something?

If your fighting a skill champ, slow debuffs don't work on a class disadvantage. If not, then definitely a bug.
