7.4.5 paradox special 60% power gain below 2 bars not working

Tried the fight multiple times and there is no increased power gain below 2 bars of power but of course the decreased power gain above 2 bars works. Impossible to keep paradox below 12. Wasting resources on a broken game. Come on Kabam.
