What am I missing with Spiderman 2099?

I’ve taken my unawakened 6 star to Rank 2 and I’ve done some testing in RoL.
For some reason, I’m not getting a Slow Debuff on the special 3 - I assume this is a bug. Nevertheless, I’m still massively underwhelmed with his damage. I don’t run suicides (other than Glass Cannon) but his hit count against Winter Soldier still averages about 270! To put that in comparison, my rank 2 unawakened Knull averages about 130.
Obviously, the slow debuff adds some damage but will it really make that much of a difference? So far I’m just not sold on Spiderman 2099. His health is low and his damage is lacking - at least unawakened with no slow debuff coming on the special 3.

If a defender has class advantage you can't apply slow on them
A few tips to make the most of him. In long fights try to go for the slow since it increases your damage significantly, preferably beat WS and try it against Cap Marvel. Since you don't run suicides, using a couple of sp1 to place a few physical vulnerabilities will increase your sp2 burst damage and the rupture damage. When you place the wither make sure to hit the opponent on the block to build up ruptures, they really start to add up. When you have a bunch of them take the opponent over or under a bar of power for the massive rupture burst. His sig really helps amplify this but overall it isn't needed. Most important of all, dex from time to time to keep pausing the debuffs. This is easier with AI in cav eq or act 6/7.
Here's a recording a made a while ago before I took my spidey to r3. It takes him a while to get going but after that you can see each sp2 hit dealing a burst of 15k. Only useful synergy there is Venom which lets him place a poison debuff on sp3. He really gets going after the 2 minute mark btw so you can skip the ramp up.

I don’t have 6* but I’m thinking whether to r5 a 5* version.
For healthpools around 250k or more I'd recommend going for the sp3 first to place the slow since it counts for 4 debuffs, then go for sp1, sp2 or just straight to sp2 while weaving in some heavies.
If you need the power control right away, build to sp2 first to place the wither and a few heavies to slow down the power gain.
Always remember to dex often to keep pausing your debuffs.
