25k prestige with 3 other players looking for an alliance

Bug or Lack of my Understanding regarding Bullseye?
I was in Battlegrounds and I matched up Bullseye against Bullseye- thinking he would be able to counter evade. However, it worked intermittently in the fight. Sometimes the opposing Bullseye would evade and other times he would not. Is this a Bug or my own lack of Understanding regarding Bullseye?
