Rank up gem bug

Is this any sort of bug? I've got a rank 3 to 4 gem in my stash, about to expire in 20 hrs. Yet when I go to my R3 champions, it shows that I do not have enough materials to rank them up.

It’s for a certain year of champs. Go to auntm.ai and find the champs that apply to that gem
