Why is Ultron (Classic) ineligible for a 2017 Rank Up Gem??

I've been having fun with the Variant quests and I've found myself overloaded on 2017 Rank 3-4 Gems. For fun I decided to try and invest some materials into Ultron (Classic) that I earned from Labyrinth years ago, but he's ineligible?? Was he not technically released in 2017 along with Labyrinth? Or is there some special rule with Trophy Champs and yearly gems??

    Aaah okay, but why is that?? Seems like its a pointless rule when the only trophy champ thats anywhere near busted is Weapon X

    The reason given in the past is because they weren't officially released in a basic pool. Just available though special means.
