Buff immunity not working correctly

Both Red Guardian and Spider-Man 2099 are having problems with their buff immunity.

Against Rintrah in Cavalier EQ, Spider-Man 2099 would trigger Neutralize when using the Dexterity mastery.

Against Mojo in Alliance War, my alliance mates reported that Mojo was triggering his degeneration against Red Guardian, even though RG shouldn't be gaining buffs.

    I’m actually pretty sure I had some dexterity buffs staggered against dorm in the SQ just now as well, while playing s2099. I for sure saw stagger proc, I’m just guessing that it was dexing.
