Didn’t get act 7.4 offer today till now

I haven’t completed act 7.4 (Only Kang chapter remaining) so is that related?
I thought I should get it and have my second chance when I complete act 7.4 as mentioned in the previous post.
Anyone else did not get it yet?

    That was your first chance. If you did not buy it then, that's your mistake. You will get a 2nd opportunity when you actually complete 7.4!!

    I didn’t have the units back then, I am grinding for it not buying the units so no regrets or mistakes…

    Is it guaranteed that if I finished 7.4 that I will get that offer now?
    Or I will miss both this way since I have only 10k units…?

    U think u get 7.4 package without completing 7.4?
