"who is better' without any background information just isn't a good question to ask. The answer to any who do I rank up question should usually be who you like or enjoy more. Also, when asking others for input at a minimum other considerations need to include mastery setup, content your on, roster needs, and as appropriate synergy teams used or have.

Simply asking who to rank up without the background information can lead to less than desirable rankups.

It really doesn't have to to with who you like, some content needs certain champions

In general I find Elsa to be easier, more fun, and more of a universal option than stealthy even though he does do some more damage

You're comparing 2 swiss army knives but I'd say with the scorpion synergy becoming more available it might be better to go with stealthy. He can destroy a lot of bosses, great along the line for the carina's challenge and just a much easier champ to learn and use effectively

Gotta say, Stealthy's ability to counter Miss and Unstoppable are great; and especially his Incinerate/Shock protection via his IMIW synergy. He's a great champ, but for me, Elsa takes it for several reasons:

Not dependent on long/repetitive combo (Stealthy suffers against Omega Sentinel, Mangog, and nodes that punish repeat attacks)
More varied avenues of damage (Stealthy only does Physical; Elsa's Busted and DoT can bypass immunities, Safeguard and Rage)
Elsa's Evade is much easier to use offensively, less likely to throw off your timing, and can save you on mis-timed Dash-backs when the opponent would otherwise catch you with a full 5-hit combo.
Her shrug-off utility is really useful in many situations
If you run suicides, Elsa starts the fight melting and heal-blocking her opponent; and can get away with throwing fewer Special Attacks

I prefer Elsa. Stealthy's whole "need to complete a full combo before reaching his utility" can be really tricky if you need it immediately. I remember trying to use him in Mix Master and he just didn't work at all since the opponents would always evade before he reached his fifth hit. Elsa, meanwhile, had to trigger a single evade but was then able to completely shut it down for the rest of the fight.

She's the skill champion I should rank up to r3. I always end up thinking, wow, she's a neat champion but I wish I had her at a higher rank. All throughout Act 7.

The Scorpion synergy seems very powerful and brings a whole new dimension to his kit.
