Can someone explain why Kingpin isn’t shrugging off bleed with Joe Fixit Synergy?

Doing EOP biohazard crossbones and there’s always a bleed that sticks and kills me. I can’t find any kind ability accuracy reduction. The Joe Fixit synergy adds 100% purification on top of his 60% base kit rate. Can someone show me if I’m missing something?

Kingpin has a cooldown for shrugging debuffs, two applied at the same time can sometimes trigger the cooldown only shrugging one

You most likely gained a bleed during the cooldown for his shrug off. It can happen on nodes like hazard shift and biohazard. Your subsequent hits occur too quickly for the cooldown timer to end so you can’t shrug every debuff sometimes

^^^ This right here, there's a cool down timer of his tenacity. It's 0.5sec and with rng, a lot can happen within that time.
