Hercules-Hawkeye synergy nerf/bug

The Hercules-Hawkeye synergy is supposed to reduce the cooldown of Herc’s infuriate by 40% (at least for a 5 star and above). That was the value the synergy had on release as shown by the deep dive screen screenshot. Even to this day the Hercules champion spotlight on the MCOC page says the synergy reduces the cooldown but 40%. However, in-game the synergy has been reduced to 20% for all star levels. I’m unsure if this has been addressed, but know this change happened a while ago. Is this a nerf or just a bug the team didn’t know about?
