Why is EOP Hercules so Passive!?

Is anyone else having issues with Hercules throwing any special attacks? All he does is sit in the corner, unable to land any attacks. I constantly bait specials and nothing, then just die to degen. Real ridiculous.

Weird for me. When I used Angela he was throwing freely, but now using Stryfe for shielding objective he’s incredibly passive. I can still bait, but it’s much sketchier
