Why doesn't bishops synergies bump his power up when he ends a fight with less power?

For example,. Full 4 bishop syn team (cyke, storm,strange, electro). If I finish a fight with 2 bars, the next fight I start with 2 bars not 3 from synergies?

If his power carries over and you have 2 bars and the synergy adds a bar, you get 3.

Personally I think you're doing his synergy wrong. He's much better if you add storm px and mangog. That's the trinity you want that involves bishop. Plus those 2 are more useful champs.
