5-Star Champion Upgrade

I have two 5 star cosmic champions - Medusa (R2) and Silver Surfer (R2) please suggest me who should I upgrade to max.
I also have two five star mutant champions Cable(R2)and Wolverine (R2), who should I upgrade amongst those two.
