I mean, regular offers are hardly why I would play the game in the first place, much less push to a higher progression tier.

I get the annoyance that there isn't a higher tier offer, I guess, but I've kinda taken all offers outside of specific events like July 4 and Cyber Monday as just random attempts by Kabam to offer everyone something that like 5% of players might see as a good deal. They don't want the deal to be too good or game breaking, but at the same time, it has to be at least tempting to someone out there. Or, they just want to give bad deals to set the price so that later when you see a better deal you will consider it as a bargain even if it isn't.

TLDR: It's just marketing, not something actually meant to be enticing to all progression tiers.
