Banned but not using game modifying app?

So I had a buddy who used a hack about 2 years ago from a mod engine and got a 7 day ban for term of service violation. Fast forward to today and he received a permanent ban but hasn't used the hack and removed it after punishment. Is this because kabam is looking at those who have hacked at all in general and mass banning or is this an error? He said he sent a ticket but nothing from kabam yet.

    Buddy might have given their account to this person, who now playing it becomes a different violation. Account sharing (someone playing it other than the original person who created the account) is against TOS.

    So different from case about Mod. (or if not, wouldn’t doubt that those formerly violated accounts might be under greater scrutiny, and saw them doing something bad again)
