Need help finding rebalance announcement link

Could someone please help me find the link where the champion rebalance system was announced?

One of the things I wanted to see was from when was it supposed to come into play. Was it from April 2022 champs onwards??

It is from April onwards. Black Cat and Scorpion were the first two to be reviewed and they aren't being touched and now they've already confirmed that Wong and Rintrah also don't need to be adjusted.
