EOP- fails to enter quest says not enough resources

Hey! I have been trying to complete this weeks eop quest after maybe a hundred tries it won’t let me enter the quest I have attached the screen shot for the same the game just throws me back to the main screen every time I try to enter the EOP quest. Look into the matter

It does this with regular quests too. I found if you restart the game it may work, but not 100%. It’s real annoying
