Mordo bug?

Can someone explain why mordo doesn't evade falcon while lock on active despite of being immune to ability accuracy reduction.

I might be wrong, but there's no white circle around the lock-on icon. Mordo's ability say he's immune to passive ability accuracy reduction.

Edit - never mind, I see what you mean now, he isn't evading in the video - hence your question.
