Falter and parry issue in 3.1 cav

It seems whenever I get a falter in 3.1 cav event this month I can’t parry afterwards. Is this normal? Anyone else having this issue?

    When you have falter on you also get a 100% penalty to defensive ability accuracy, as per the node. Hence no parry.
    I noticed when my Herc met an untimely death.
